Does a vintage vectorized photo still constitute a copyright infringement?

I'm an illustrator who can work with Adobe Illustrator with ease. Let's say I downloaded a real photo from Google Images (which I don't have the permission to use it as it is) and turned it into a drawn-like vintage vector photo. 

Is it still a copyright infringement to upload it to Teespring? 

(Please note that my question here is related to Teespring's terms and guideline, not a philosophical question on ethics)
